The entire point is that someone (well, a sequence of someones, all of whom are not particuarly fond of Hitler) have documents which prove Hitler has Jewish heritage. For one, his mother has reasserted her Japanese identity -- something the Aryan-indoctrinated Kaufmann has difficulty accepting. The only location we see beyond Germany and Japan is Lithuania, and that only for the briefest of moments. Throughout the story Tezuka continually teases his reader with the idea that faith in humanity can be rewarded, and evil can ultimately be conquered.
